It's not the detailed planning, but the overall cost-benefit of different approaches to urbanisation

eg. Supercities versus Hub-and-spoke Clusters versus decentralised.

This is at the Ministry level.

One aspect that shouldn't be overlooked is which approach has the lowest environmental stress impact to it too, as that also has unexpected consequences.

Looks like China has deployed the rear earth weapon. One wonders if the F-35 production issues is because of it.
I conclude the opposite. The way China actually maintains its rare earth monopoly is by underselling everyone else. As the article points out, there are a lot of issues with that.

Short term disruption maybe, but its not like China has the only deposits in the entire world.
