This exercise is in the Gobi Desert so you might think this is done in light of the border situation with India, but in fact 71st Group Army artillery brigade is part of Eastern Theater Command so it's actually in response to Taiwan. Consider the range of PHL-03 there probably isn't a range big enough to test them near the coast.

It seems people in Taiwan have very little understanding of PLA heavy rocket artillery usage because they tend to always think they will be targeted exclusively by PLARF with things like DF-11

Curious, but why do you have that impression?

Although BM forces are most well publicized, rocket artillery was always on the mind of military balance watchers since the 90's. I had posted in another thread that contemporary WS-1 export marketing was almost a "watershed" moment since the rocket claimed 100km range which meant mainland artillery rocket technology would soon be capable of reaching Taiwan.

For one, if you watch Taiwan news they still think the PLA is equipped with WS-2.

Imagine the moment the PLA rolls out 155mm (or greater) ramjet shells.

300mm two-stage MLRS. Launch @6:50, target is placed 300km away.
Modular loading @10:00
Hitting moving target @10:40
Wing Long UAV dropping bombs @20:00 & 22:35
With these very long range rocket artillery such as the two stage 300mm rocket, are they not subject to MTCR?
