I assume this is going to be paired with nuclear reactor to power new generation of nuclear submarines and aircraft carriers?

Nuclear submarines, possible. Aircraft carriers, you need something bigger. Not a problem for China which makes 50% of the steam turbines worldwide including turbines much more powerful than these such as those used for coal burning or nuclear power plant use.

I take it that the quality is up to par.

If you're building for nuclear power plants it better be.

Two of these companies have the same initials HTC, but one is the Harbin Turbine Company and the other is the Hangzhou Turbine Company.

Just send an ELINT boat and the entire exercise becomes doom and gloom like a happy party just got crashed by a nosy neighbor. No one would dare use their radar and communications in the fear they will get intercepted and that will put a huge damper in the exercise.

Is this actually what happened, or are you speculating?

Only if your AC is IEPS. For example, Ford class has 4 steam turbine generators each rated at 24MW (thurmal or electrical?). Four of these 20MW (thurmal or electrical) are enough for a smaller AC.
