So the likes of Joshua Wong are still safe?

No, he won't be. Since the enactment of the National Security Law would mean that Hong Kong will have its own domestic National Security Law (To be implemented by Hong Kong Authorities), the Hong Kong Police, judicial and penal system will then have a law from which to enforce the legislation. i.e the HK police will then have the legal backing to arrest the likes of Joshua Wong on the basis of being a national security threat such as promoting HK independence (secession), taking money from and actively engaging with foreign powers to further foreign interests.

This is under the assumption that he is in HK at the time. He may (or may already have) seek asylum abroad in the Five Eyes counties who certainly would not extradite him under "Human Rights" reasoning.

Is'nt he out on bail for some previous offence? If he is.still out on bail, the police should detain him on the belief he could abscond.
he may end up living in the UK or US and then he would realise ho lucky he was living in HK
I would have thought living in the US and being paid a handsome amount of money for living expenses by the various democracy promoting foundations by the U.S. would be like a dream come true.

Except he will most likely never be able to set foot in HK or China again. Joshua Wong will be barred for life from entering any part of Chinese territory and cut off from any form of Chinese government platforms. China could also notify other governments to detain him if he were to travel to such countries, like when Thailand refused him entry.

It's honestly a hefty to price to pay and I would not want to be him.

What is point of keeping UN, WTO, or any interntional treaties now that American gov has finally reveal their true stance towards coorperations and freedom of nations ? The one true law under US led world order being Might is Right. What freedom and democracy?itit

Will all nations keep turning a blind eye to this and toe the line by bending down to US? All the facade and smokescreen about some righteous free and open world.
