Generally you want one in repair, One in deployment or able to get underway shortly and one in training. Today France has one carrier same as Russia. If that carrier is damaged or goes into repair cycle they loose any naval fixed wing capacity.
This is as although the French have the excellent Mistral class LHA, they cannot operate Rafael off that deck.

The period you point to was a short window where Nimitz carriers were in port yet the US still had naval fixed wing capacity. It was also the first time that had happened in 17 years.

well not even ten carriers "guarantee" continuous deployment of at least one of them;

I'm guessing that number should be twelve (or more of course) while leaving it for strategists of the navies building and operating carriers

and yet, two carriers should give you more availability than one, which a given time will have to have maintenance, two should give you twice as good a chance of having twenty four seven coverage... and you also get the "force multiplier" of a two carrier "surge" if you had a need and planned your maintenance around that need...

On the other hand, it gives you more than twice the likelihood of having two of them "broke" at the same time....

A lot of that is politics, mismanagement of resources and overworking the existing fleet. The fact remains, France tried having a single nuclear powered carrier and it nearly broke the bank, whilst giving them only a part time carrier capability. When she's in for refit, France has NO carrier, and that is undeniable.

However USS Ronald Reagan (CVN 76) is homeported & forward deployed continuously in Yokosuka Japan since October 2015. The US Navy has had an aircraft carrier homeported in Yokosuka & forward deployed to in the Western Pacific since October 1973.

Later today I will do a search to find out about CV deployments in December 2017. Gotta go time for Bible study.

In the entire month December 2017 USS Theodore Roosevelt (CVN 71) WAS deployed to the Persian Gulf region. True they made routine port visits to Jebel Ali UAE.

December 1 2017, Aircraft from Carrier Air Wing (CVW) 17 launched its first combat sorties in support of Operation Inherent Resolve.
