Thank you

I have no idea on the Shandong, but for the Liaoning can be explained below:

Its pennant number - a type of naval identification - is 16. "Do you know why the Liaoning has been numbered 16?" Xu asked. "It was because we spent 16 years getting the job done, from making the deal to rebuilding it."

Question..When will the PLAN have enough aircraft to fully operate both CV-16 & CV-17? Any ideas? Thanks!
I would believe the opposite of what Interpid claims, for China, the CV-16 and the CV-17 will represent the totality of Chinese naval aviation capabilities for the next half decade at least until China gets their next carrier up and running and even then they will represent a significant portion of carriers that China can call up in an emergency even if they are classified as "carriers".

By that logic, it could have been CV-14, 15 or CV-17, 18. I don't think PLAN is so arbitrary and sentimental as SCMP and Minnie Chan. Though I do find that starting from 16 is mysterious.

The Chinese use the same shirt colors and the same hand signals as the US Navy. Therefore, I do not consider it unlikely that they chose the same penannt number for their main training aircraft carrier as the one with the most take-offs in the US Navy.

I don't get what you are trying to say.
  1. even though PLAN may emulate some USN practice, why copy a number 16 from USN?
  2. Or, if 16 is a PLAN number, it could not be a "most take-off" because there was non in PLAN before CV-16.

Starting from 16 because they eventually want to always have 15 100kt nuclear powered EM-cat electric propulsion carriers. :D

Well a guy can dream.

Have they painted the number on the new LHD yet? Maybe they want to have 15 LHDs instead. :D
