The U.S. Air Force has identified the American pilot who died during a routine training flight in Ukraine as Lt. Col. Seth “Jethro” Nehring, the service said in a press release.

  • Nehring, a pilot with the California Air National Guard’s 194th Fighter Squadron, and Ukrainian Col. Ivan Petrenko were killed during a “routine familiarization” flight while in a Ukrainian Su-27B roughly 175 miles southwest of Kiev on Oct. 16.
  • “We are a close-knit family and when a tragedy like this occurs, every member of the 144th Fighter Wing feels it,” U.S. Air Force Col. Daniel Kelly, commander of Nehring’s parent unit, the 144th Fighter Wing, said in a statement.
  • “We share in the sorrow felt by Jethro’s loved ones and our thoughts and prayers go out to his family and friends as well as those of the Ukrainian aviator.”
  • Nehring had been with the 144th Fighter Wing for more than 20 years, beginning his career as an enlisted crew chief before becoming a pilot of F-16 and F-15 fighter aircraft, the service said.
  • He was taking part in the Clear Sky exercise, a multinational training event involving the U.S., Belgium, Denmark, Estonia, Ukraine, Poland, the Netherlands, Romania, and the United Kingdom.
  • The cause of the crash is being investigated by the U.S. and Ukrainian governments.

Ukraine and Russia conducted an exchange of detainees on Saturday in a step towards easing tensions in east Ukraine's Donbass region and the thawing of bilateral ties.

Planes from the two countries brought the freed inmates to Moscow and Kiev respectively. In the 35-for-35 format, Ukraine received 24 sailors, film director Oleg Sentsov, journalist Roman Sushchenko and 9 others.

Ukrainian President Volodymyr Zelensky was present at the airport along with relatives of the Ukrainian citizens.

Kirill Vyshinsky, head of Russia's state-run news agency RIA Novosti's office in Ukraine, returned to Russia together with his fellow detainees.

Upon his arrival in Moscow, Vyshinsky said he felt well and thanked Russian diplomats and the Organization for Security and Co-operation in Europe (OSCE) for their efforts to secure his release.

On May 15, 2018, the Ukrainian Security Service raided RIA Novosti Ukraine, accusing its staff of supporting the insurgents in Donbass and high treason, and detaining Vyshinsky, a Ukrainian native with Russian citizenship.

"We welcome the swap and are happy that Russian citizens came home," Kremlin spokesman Dmitry Peskov said on Saturday.

Since taking office in May, Zelensky has held two phone conversations with Russian President Vladimir Putin in August and July respectively, to discuss the situation in Donbass and an exchange of detainees.

"Unlike its predecessors, the new administration of Zelensky demonstrated a sound approach and willingness to compromise," the Russian Foreign Ministry said in a statement on Saturday.

The ministry said it considers the swap of detainees a positive signal to break the current impasse in Russia-Ukraine relations and to implement the Minsk agreements on Donbass settlement.

The ministry hopes that this step will create a positive background for substantive work within the frameworks of the Trilateral Contact Group consisting of Russia, Ukraine and the OSCE, and the Normandy Format of Russian, Ukrainian, German and French leaders, in a bid to further implement the Minsk Agreements to resolve the Ukraine conflict.

Since April 2014, an armed conflict between Ukrainian government troops and pro-independence insurgents has been underway in Donbass.

The Minsk agreements, reached in September 2014 and February 2015 respectively, are designed to peacefully end the conflict in Donbass, which envisage a ceasefire, a withdrawal of heavy weaponry from the demarcation line, a prisoner exchange and local elections, among other measures.

UKRAINE UNVEILS NEW SUPERSONIC AIR-TO-SURFACE MISSILE PROGRAM

Ukraine’s Yuzhnoye Design Office revealed that it is developing a new supersonic-cruising air-to-surface missile (ASM) called the ‘Bliskavka’ (Lightning). It presented a scaled mock-up of the Bliskavka at Ukraine’s annual defence exhibition, Arms and Security.

Yuzhnoye did not reveal the range, total mass, or warhead mass of the Bliskavka. However, it did disclose to the media that the Bliskavka will be able to cruise at a speed of Mach 3.5, and have a longer range than the Russian Kh-31, which can reach up to 110 km according to Rosoboronexport.

One of Yuzhnoye’s core design objectives with the Bliskavka is to ensure that Ukraine’s existing aircraft – notably its Su-24s and Su-27s – require minimal modifications to carry the new missile. Thus, it would not be surprising if the Bliskavka’s total mass is in the range of 1,000 to 1,500 kg, which would enable the Su-24 to carry at least one of these missiles alongside other equipment (e.g., fuel tanks).

According to IHS Jane’s, Yuzhnoye is developing three variants of the Bliskavka:
An anti-ship variant with an active radar-homing (ARH) seeker;
An anti-air defence version with a passive anti-radiation seeker;
And a precision air-to-surface version with an electro-optical (EO) seeker.

Notes & Comments:

The Bliskavka ASM is the result of the Ukraine’s commitment in 2017 to develop a new and wide range of armaments, including cruise missiles.

In 2018, the State Kyiv Design Bureau (DKBB) “Lunch” test-fired its “Neptune ” subsonic anti-ship cruise missile (ASCM), which it cleared for induction in April 2019.

Ukraine is also developing a new generation short-range ballistic missile (SRBM) designated the Hrim-2, which is though to be analogous solution to the Russian Iskander SRBM.

In terms of its weapons development programs, one of Ukraine’s goals has been to secure as many foreign partners to help fund and develop its projects.

In 2018, for example, UkrOboronProm and Pakistan agreed to discuss “terms and conditions for launching joint Ukrainian-Pakistani production of precision rockets of different classes,” with an intent to “begin joint research and development work in the coming months.”

With Pakistan developing a supersonic missile for its navy, it reaching out to Ukraine for support with ramjet and other critical inputs for such a system would not be surprising. Moreover, the Bliskavka could also draw interest from the Pakistan Air Force for both its supersonic-cruising capability and its versatility as an anti-ship, anti-air defence, and ground attack missile.
