Groin plates really unnecessary in most operational needs. It's intended to protect the femoral artery more than anything else. It's a higher risk for forces in a military environments vs PAP.

Are you sure it's under a different branch? That rank patch is PAP.
This was a picture before the reform (some border guard, firemen etc. are now considered officers not PAP) and the TIbet special recon unit no long exists. I'm still confused about what leads what, but this was said by the original poster on Weibo, who is a credible source. Either way this picture is old and it's not a new camo for PAP or something like that.
