It's a cable laying vessel operated by the South Sea Fleet, and as far as we can tell, South Sea Fleet have at least 2 of such vessels.

Such vessel is used to lay submarine cables.

Largely because those came before this class are too small.

"too small". I'd say ships the size of 901 are the exception in terms of replenishment vessels around the world, rather than the norm.
