This section should translate to “70% probability that both the horizontal tails and wings will be folding”.
I think it means "70% that both folding wing and folding tail" will be present. I.e.: probably 100% that folding wing will be present, but 70% that folding tail will also be present. Weird way of writing it but it's the only interpretation that makes sense
