With that being said, the PAP also likely doesn’t have a budget as big as the PLA, taking into account that they don’t need big ticket items. So proportional to their different roles, the PAP seems to get more new personnel equipment than the PLA.

China spends more on internal security than defence. Obviously that’s not remotely all PAP funding, but I don’t think they are as badly funded as most seem to think.

In addition, they still get PLA surplus at discount or zero rates for the bulk of their armament needs, thus leaving them with more budget to play around with fancy equipment and weapons.

The PLA will have its own dedicated units for testing how foreign weapons and kit compares to their own, and will have very different demands and priorities compared to the PAP.

Well correct me how to look at these penetrations, but it seem like the M14's 7.62mm M80 and M16's ss109 went through

All we can see are the penetration holes against the outer anti-spauling layers of the plate. Whether that went through the plate underneath is a very different question.

From a logical standpoint, I would not expect a company advertising its wears to display test results for where their products failed.

Ss109 and M193 are very close to each other. They are steel cored penetration rounds. But not considered full AP. Both were products of the late 70s so no surprise they would be defeated by modern armor. M80 is similarly antiquated. Against modern body armor it's basically lowest common denominator.
