I have always thought USA digital cammo looked like cheap ripoffs of German WWII cammo ever since I saw it the first time. Then they came with that awful no quite Grey so called universal pattern. Blech. A lot of countries have been copying the MultiCam cammo scheme or at least the colors lately.
Clearly you don't know the history.
1) the Germans in world war 2 didn't issue a pattern in any way resembling pixelated. That was a late was Soviet pattern Stair step pattern.

2) the American "pixilated" pattern came about from experiments in the 70s with a pattern called Duel Tex that lead to Canada creating the first of the modern "Digital" patterns when they combined the pixels with computer printing creating CADEX. These were then adopted by the US among others with changes in coloration including the UCP pattern based on Shadow track a pattern that even in earlier trials proved less then effective. That digital pattern was also copied by the PLA.

Multicam was devised before UCP pattern and was part of the same program that created shadow track. and should have been adopted then but the generals got involved. I ended up adopted in the end though and widely copied including by the PLA.

As always, the PAP gets the best body armors and helmets.

I’m pretty sure the PLA uses better equipment, since PAP traditionally “inherits” stuff PLA is done with. They just aren’t as keen on taking photos with them.

Also PAP has been photoed in full combat load out multiple times in Xinjiang while the PLA you see are in public relations mode and usually based in some metropolis where hangover is the greatest threat.

This may be why the PAP is now equipped with better gears... because they are the ones now facing actual threats.

These PAP units might also be tasked with testing new equipment in combat. That may be why we always see them with new equipment.

Think about it, the lion share of PLA procurement budget goes towards big ticket items like missiles, tanks, artillery, helicopters and the like. Much of which needs regular replacement to remain competitive.

In comparison, the PAP doesn’t purchase anything like as much heavy weapons, and anything heavy they do buy doesn’t need replacing anywhere like as regularly. A 20 year old APC works just as well as a brand new one as far as police acition goes; but taking mid-90s PLA MBTs into battle against a modern foe is a terrible idea. That means the PAP has more budget for individual soldier weapons and kit compare to the PLA.

With that being said, the PAP also likely doesn’t have a budget as big as the PLA, taking into account that they don’t need big ticket items. So proportional to their different roles, the PAP seems to get more new personnel equipment than the PLA.

They probably are also more likely to buy knocked down kit to. The PLA' s focus is as a military where they suspect to be facing adversaries with equal to or better than firepower. The PAP as a police agency has less concern of that. As such they can get new armor but the plates are likely to be a lower level of protection. It's a "Good enough" type mind set.
