I believe they were talking about a fuel cell fully powered sub without diesel.

Must be a mistake (mistype or mistranslation). How are you going to power something of that size purely on fuel-cells alone? How much power can you get out of it?

Far more likely that they are testing a Fuel cell AIP. From what little I've read, the Fuel cell AIP have the least moving parts hence they are the stealthiest. Current Yuan have Stirling AIP. This may be a precursor to a whole new generation of SSK.

MS200 Midget Submarine
According to CSIC, the MS200 "adopt the form of the teardrop and single-hull structure. The sail has a three-dimension streamline shape, the steering plane adopts bow hydroplane and cross stern rudder."

Displacing 200 tons, the design has a length of about 30 meters; a breadth of 3.6 meters and a height of 4.4 meters. In terms of performance, its maximum speed is about 8 knots, its submerged range is 120 nautical miles and mixed range about 1500 nautical miles. Its maximum diving depth is 200 meters. Its endurance is 15 days at sea. The service life of the submarine is 25 years.

The submarine can accommodate a crew of 6 sailors plus 8 special forces. Based on the model, MS200 has two torpedo tubes.

The markers are meters, the long line just above the red paint is 0 meter, 2 meter marker is about the middle. This is about the size of MS200 (3.6 x 4.4).

Yeah, one of the big shrimps (slayerhuahua) is also suspecting that it is an export boat, a notion that is supported by the similarities of the dorsal rudder and forward bow planes.

The German Type 212 boat has an hydrogen fuel cell AIP system. Still you need to store compressed hydrogen gas and air to power the engine which aren't exactly safe to store.
There are also fuel cells which work on a methane-air mixture but they typically operate at high temperatures like 800 degrees C.
