WS-15 engine development may take longer than commissioning a Type 001A. The difficulties are no joke.

Difficulty or not it's better to a have a program developing high tech engines than none at all.

The J-20s appear in the latest terraserver image of the area dated November 17th 2016. Looking at older images on the site, the extra portion of ramp space was built some time in July 2015.
