It's not Multicam but close in color way and shares some design characteristics. There have been rumored use of Multicam in the PLA for some time but not much of confirmation, this sure could be the cause of the rumors.
Multicam is a transitional camouflage pattern that is targeted for semi arid environments where you see a mix of greenery and sand which is a fairly large portion of the world including urban areas. This is part of the reason Multicam and similar patterns have moved up in popularity among the worlds military services. With modifications the 7 colors of Multicam have also been applied to a verity of other pattern family's such as Tiger stripe, pixilated, Kryptec, DPM and more.
Multicam does however have a flaw, it works better in arid and desert then woodland and jungle.
I am curious as to what unit is pictured wearing it. Is it Airborne, Marines, PAP, Blue army? And does this indicate a another shift in uniforms is about to take place?
Here in the US the US Army is about to transition to a pattern that is more or less a close cousin of Crye Precision's Multicam, the Scorpion pattern OCP as its main uniform. Along side this the Army at least contemplated for a period creating bookend patterns. These book ends would be specific to the desert and woodland environments yet as aimed would share common characteristics with Multicam allowing the wear to share accessories between the three. The theory was that a soldier in garrison would wear OCP (Multicam or Scorpion) and have there TA50 (packs, plate carrier Hemet and gear) in the same OCP. If they were deployed the first units on the field would wear Multicam but as more and more deployed they would transition to a specific pattern better suited to the territory. Like Woodland for the Philippines or desert for Iraq.
