What is visible to you as "talent" such as the example in the article, is by majority "码农" or "coding coolie" as we call it. It not only applies to migrants to the west but also the majority in China like Huawei.Still a lot of work needs to be put in to stop the bleeding of top talent.
There's a lot of talent at the highest level that China still loses to US, largely because of better pay, working conditions in US.

Part of the export controls China put on critical materials is that companies buying them can only get limited quantities and they have to explain the intended use. There's probably some transshipping going on, but it's unlikely to be very extensive, and if China catches you doing it, your company will get completely shut off.
