If you've been watching footage of recent cartel activity, these guys have scarily advanced beyond ordinary thugs doing drive by shootings and are actually militarized to the point where they fight other cartel sicarios in pitched battles for fixed positions in the hills where their labs and smuggling routes are.

The thing about major Mexican cartels is that they all operate with the cooperation and protection of officials serving at all levels of the Mexican state. In fact, in certain parts of rural Mexico, municipal governments are effectively extensions of the area's dominant cartel.

Unsurprisingly, this was most likely done under pressure from Trump. The main problem this always have is Mexico doesn’t have a plan or strategy to do anything. They attack a cartel who then retaliates by setting the country on fire. Eventually tensions simmer down and nothing changes. It just repeats over and over again.
