Without being knee capped by strict ROE I'm sure they can basically strike at impunity.
Hegseth: "We unleash overwhelming and punishing violence on the enemy. We also don't fight with stupid rules of engagement. We untie the hands of our warfighters to intimidate, demoralize, hunt, and kill the enemies of our country. No more politically correct and overbearing rules of engagement."

Probably got taken out in the initial opening salvo. They should've got more than enough intelligence on where these guys would be.

Venezuela's air defense forces didn't fire a single shot. No SAMs, no manpads, no AA guns, nothing

Militiamen in Mogadishu were able to shoot down three Black Hawk helicopters using RPGs, whereas so far we have not seen any tangible battlefield achievements by the Venezuelan armed forces. Therefore, at this stage, I hold a pessimistic view regarding Venezuela’s future capacity for resistance

This is clearly following the Israel's Guidebook on their decapitation strike on Iran, absolutely a Cyberattack.

And also, militias tend to poorly trained, especially in a deeply corrupted society, my best hunch is that some of the military folks were both arrogant or paid out before the attack, which made Venezuela largely caught off guard, following the same rulebook as what Israel did to Iran.
