No, the telegraph pole is PL-17. He means the ramjet AAM program, which has gone radio silent for years and was most likely cancelled in favor of further developments to PL-15 and/or PL-16.
Gotcha, I’ve seen references to the pole as both the PL17 and PL21 at some point and probably got confused. The ramjet design afiak predates the current PL15 and was likely replaced by it? (At least from memory there was a billboard with “pl21” next to a ram-jet AAM design years back and we never saw that particular design again, pic included for reference)

Apologies for disturbing again, and please excuse my ignorance on this topic.
For multirole missions, the F-16 is commonly seen carrying 2 BVR missiles, 2 WVR missiles, 2 drop tanks, while keeping 2 hardpoints reserved for air-to-ground munitions.

So, what could be a comparable or typical payload configuration for the J-10C in a multirole mission?

The fuselage hardpoints would likely be for either drop tanks or AGMs. The hardpoints under the wings would carry PL-15s/12s/10s as they're the ones wired for data linking I believe.
