This is a JV with GE though.

I have noticed it's the Chinese SOEs that are the most conservative and keep trying to depend on JVs and such. Chinese private firms are bolder.

Why did a large Chinese SOE need to go into a JV for importing design and components?

They’re not actually importing components. The JVs are how China has been able to expand demand for local suppliers while indigenous designs were still on-ramping. This has been going on for over a decade now.

Another project like this. I think people should understand that China has just gotten a 110MW gas turbine into production and its 25 to 50MW turbines are very reliable now. But they are still developing their own 300MW & 400MW F and H class turbines. This is going to take some time to complete. It just hasn't been a major priority given that China has such a vibrant renewable industry. There are more important priorities out there. the 7 to 50MW turbines are all you need for these naval and industrial applications.

a project is only ready when it has been certified after x hours of testing on the grid.

A Chinese team from Shanghai has come up with a treatment that successfully cures the until now incurable autoimmune disease lupus erythematosus, much to the joy of House MD.
Great achievement
There's also trials of the same method for lupus in Canada (Vancouver and Toronto) and for scleroderma. Very promising.
