This is standard pattern for those. They're turning into strike superfrigates of sorts, and act as
near seas surface group flotilla leaders.
Note, that unlike 054, here YJ-12 is the norm.

What a shame they leave the deck behind the VLS empty... A 24-cell HQ-10 launcher could easily fit in there!

Maybe they simply used almost same existing fire control/sensor layout as the 054A. Even the side-by-side layout of the type730 CIWS mounts.

It's part of superstructure, it has very light roof.

Also, placing CIWS behind VLS/close to superstructure is rather suboptimal.
You only get narrow angles to both sides where they can be in use simultaneously.
