I mean, I agree about how pathetic Gulf states are but part of it is just these weapons are intended to be expended quickly so Chinese weapons are the obvious choice being much cheaper.
Sudan has been using Chinese weapons for decades. It’s natural to seek out more Chinese weapons.

Looking at the mast length when folded, I think it's a telescoping mast. And considering HQ-13 presumably can only fire when stationary, I'd say the extra height & surveillance LOS it gives is a good enough trade-off.

If I'm western analyst, I'd say just use Crotale NG as an approximation in capability. Though the difference in guidance method does impact countermeasure choice.

I dunno, to me what little details can even be discerned from two fairly blurry images and models of mengshi based fb10a battery - nothing precludes the two from using the same missile and same/modified radar.

Missile seems to be 2.8 m long and 18 cm wide at the rocket motor segment. Those are pretty decent figures. Crotale's VT1 missile is 2.35 m long and 17 cm wide.
So when the fb10a maker markets the missile as being able to reach 17-18 km (two different brochures exist) and 7.5 to 8 km in altitude - one can sort of believe it. The missile looks small but it is actually not, it's just tightly packed and also packs a punch.
IR guidance is the right choice for the envelope given. And probably for the most typical target types to be encountered.
