I suspect there's more to it. I wonder if India demanded that they condemned Pakistani directly as part of the statement from the SCO. In which case it's understandably not possible

That would not surprise me at all. Quad, border hostilities with China, air skirmish with Pakistan, assassinations in Canada and US, sabotaging Iranian national security, etc. They have a track record of pushing hard for objectives that are not ultimately fruitful.

I've always thought of Vietnam as the most pragmatic country in Southeast Asia. They have some of the fiercest territorial disputes with China but they're willing to sign border treaties. They have the most historical animosity with China, but they're also willing to cut trade deals. Vietnam missed out on most of the early BRI opportunities, but I think that they're trying to make up for lost time. One of the big shifts was to go from trying to get Japanese help to build their high speed rail line, they decided to look for Chinese help in 2024.

You need to be independent first before you're afforded the luxury of pragmatism. Vietnam and China fought long, bloody wars for their independence, which is why they can afford to act rationally now.

Kazakhstan appears to be bullying India. And then the SCO intentionally picked to include the picture where India is the odd man out. I suspect either Kazakhstan is doing this on behalf of Russia/China, India has policies that have wronged Kazakhstan, or India has blocked Kazakhstan's initiatives in SCO in the past.
