I don't see how they can negotiate when the US/Israel/NATO/EU are all acting in bad faith?
If there's some table-turner, like Russia adding Iran to its nuclear umbrella - then sure - it would make sense to have a pause to make such an announcement. And any such arrangement would likely be far to complicated to deal with as the implications are very far reaching.
Best case scenario for Iran, US stays out, nuke plants survive, JCPOA like deal or no deal, Israel pounded to such an extent that it's out as an economy for several years, Iran's regional allies are energized and get breathing room.I think Iran wants to prevent a US attack at all costs because they know they don't stand a chance against US bombings. Multiple B2s armed with BLU-57s could do a number on Fordow. This could also be a signaling effort, hoping to influence isolationist MAGAs to convince trump not to get involved offensively.

Contrary to Israeli claims of their supposed air superiority in Iran most attacks seem to be done with drones.
The Hermes 450 has only 300 km range. If it is flying over Tehran it was likely launched inside Iran itself. Or at best from the Caspian Sea. Unless they are sending these on one way missions or something.
