More importantly, CPU can not talk directly to NSA, it has to rely on network chips and communication SW stacks which are exposed and transparent, such CPU backdoor is like a genious being locked inside a room without window and door, it can't do anything.
Which is as transparent as SW from app store and can be easily examined. Firmware is just compiled native HW instructions (assembly code), it is not much difficult to see what it is doing than byte code of Android apps.
