Very good writeup. I too believe that was what happened as well. The crew and the recently rotated watch presumed the MV Sola was a stationary object.
The investigation will no doubt focus of the OWW and the POW. Since the actual collision closedly matched with the rotation of the bridge watch I think those folks have a LOT to answer for.
This is no doubt a HUMAN ERROR and most likely due to carelessness, a lax in common sense, judgement and communication relay
Due to the time intervals I find it to be more than just mere coincidence. I believe the bridge watch is wholly responsible for this accidental event. With them navigating in such as extreme and busy passageway, the OOW should make sure he relayed EVERYTHING to his watch relieve before singing off. I do not believe that happened in it's entirety. To his defense I guess he was eager to get off being that they just came back from a major NATO exercise, wanting to get some shut eye and probably looking forward to spending some R & R on port.
Still no excuse!

The Europeans seem to have split into two teams for the next gen fighter. The first is the brits with the netherlands and Italy (so far as a contractor, but not government supported as yet). Next is the FCAS, with France, Germany and, now, Spain. They've been deemed Team Tempest and Team FCAS. Team FCAS is stating there's no room for two fighter projects in Europe. However, given the Brits have been excluded from Galileo, it seems unlikely they will want to participate in the FCAS.

Greece's defense minister is appealing to his austerity-battered countryfolk for a crowdfunding effort to raise money for new warships, promising to donate part of his own salary.

Panos Kammenos says he will open a bank account on Jan. 1 where members of the public can make donations "for new frigates and a flagship."

He addressed his appeal to Greece's wealthy shipowning industry, as well as ordinary Greeks.

"I will be the first to deposit my salary in this effort," he said, speaking to navy personnel on the occasion of Thursday's feast day of St. Nicholas, patron saint of Greek seamen and the navy.

Kammenos said 2019 will see a general drive to upgrade the fleet, which faces strong competition from neighboring Turkey, a NATO ally and historic regional rival.
