The problem of this article is this supposed declaration last July. Nobody including PLAN made such declaration, except this article. So it looks like the author of this article fabricated this declaration, put it in the mouth of PLAN, then use this fabrication to "suggest" something or to further some agenda. This is typical propaganda tricks of "make something out of thin air, self-made, self-directed and self-performed drama".

Jura, the article is wrong.
The article says that China claimed the 055 was operational last July.
But no such claim was made.
Remember, the ship was only launched in late late June last year, so I think the article may have confused articles about the first 055 being launched with being operational.
Putting it another way, the people who wrote this article are either very stupid (how could they think a ship can be operational a few days after being launched), or they have read some false reports from last year. Or they might be deliberately trying to be deceitful.
But I think they are probably just stupid.
The reason why Deino was confused, is probably because he like most of us know it would be stupid to suggest that 055 was operational last July, and no one is aware of any claims made at the time either.

Btlzo is right... no logical person would ever assume a ship is operational days or even weeks after launch. Either the author was intentionally obtuse and created sensationalism where none existed or just a plain idiot.
