It shows a rudder of the latest 039 submarine. Is it possible to attach a towed sonar array to the top end of the rudder?

Look at the TAS pod on the top of the Akula's rudder to get an idea of the size of such a thing.

Engineering and technology has moved on since when the Akula was designed and built, but sometimes you just cannot beat physics. A TAS, line and reel takes a lot of space because of the sheer lengths required for the array and line.

Also, remember that not all submarine TAS have to be deployed from the rudder.

Western submarines deploy it simply from the aft of their hulls.

How about an un-retractable TAS?

A TAS has to be integrated into the structure of its carrier whether it is a submarine or a ship.

Well that is news to me, but unless more context is provided, the answer remains the same. TAS on submarines generally require integration into the hull and I do not know of any easy "clip on" packages that are offered.

Thales is offering S-CUBE "integrated and modular submarine sonar suite" which includes various sonar modules. As shown in the second page of the following brochure, clip-on or fully reel-able towed array could be added into S-CUBE.

Clip-on towed array is not new. Please see page 68 of "U.S. Submarines Since 1945" by Norman Friedman.

The array you mention still requires the reeling mechanism to be integrated into the hull.

I think it is physically impossible to have a reelable TAS for any submarine or ship where the reeling mechanism is not integrated into the hull.

Event the screen shot you posted shows the problems with non reelable TAS, so the point basically stands. Most TAS are reeled out of practicality, therefore generally TAS are integrated into the hull of their carrier.
