Which countries can trigger nuclear winter?

We know that if either Russia or USA detonates its entire nuclear stockpile (not just those in ICBM warheads, but all nukes) over any land surface, it will trigger nuclear winter, probably ending human civilization and possibly exterminating the human species.

I'm wondering what other countries have enough nuclear stockpile to achieve this? If UK, France or China blows up all its nukes over land, what would be the effect? Anyone has some reliable data on how much each country has and how much to trigger nuclear winter?

I'm thinking, if in the unlikely case that the US manages to build a near-perfect missile shield in the future, perhaps other countries will adapt their nuclear deterrence strategy to not rely on ICBMs anymore. Instead just build lots of short range missiles, and threaten to launch them into some desert somewhere, e.g. Gobi desert, if the US attacks. With enough nukes, it'll trigger nuclear winter and the outcome is the same.... everyone dies.

I personally think only Russia or the USA can create a nuclear winter. Maybe if the other countries combined all their stockpile, the same effect can be achieved, but I doubt any since country other than USA/Russia could pull it off.

Its not a very effective deterrence strategy only relying on nuclear winter to fend off attackers...I mean, firstly the country invading would seriously doubt whether you have the balls to do it.
