Bangladesh is a poor country and teh ocean isn't deep there - very shallow waters; this is no sub-terrain....
Bangladesh will win more defence capacity by using littoral warfare ships, which could be hide in the Ganges-River-Delta.

Bangladesh subs dont need a diving depth of >100 m and they dont need long range to operate far from the country.

If Bangladesh will start sub-operations - I would offer the Romeo-type:
The Type 033 is generally an ageing design, but suitable for coastal defence and patrol duties. It can not operate in deep ocean far from its homeport. But the coastal waters are the operation aerea of the Bangladesh-Navy. A number of type 033 (Romeo Class) Diesel-Electric Submarines should be enough to defence the coast and trainee sub operations.
The last Romeo-Class - they are expected to be retired from PLAN-service by 2010 - should be given free to Bangladesh.

The next step could be a number of the Type 035 (Ming Class) Diesel-Electric Submarine, which provides a relatively low-cost solution for coastal defence, patrol and surveillance duties.

I agree with Sczepan maybe more of an emphasis on mines and surface based
missile defence ?
