This happens a lot in the US with not putting their explosives in safe places while working on them, in China they purposely build bunkers under places like this to avoid the whole building going up if one explosive goes off. This happened when a rocket fuel company HQ blew up in the us too. They should really have regulations on this.
I think it's more of a result of pressure from US DoD to increase production. Safety goes out the window when trying to meet absurd quotas.

[Edit] Of course, since 2020- things have gotten worse for the average American, which is even why recruitment has fallen across all the branches beyond the USMC.
