China does have an international propaganda wing but it just produces childish tricks that don‘t work. Just watch Wolf Warrior 2, it‘s just straight up dumb and not to mention offensive to native Africans. You have one scene where a bunch of Africans dance around a fire while having being evacuated to a factory.

i watched some of the state sponsored propaganda accounts from Insta and Facebook. They are just based on a bunch of people, mostly women, who learnt local languages interact with locals mostly talking about how great China is. Not subtle at all.

Then you have cultural differences. In East Asia, it‘s apparently attractive for grown ass women to look and act like babies but it just simply doesn‘t fly anywhere else bar for some anime nerds.
Oh you mean like that Hong Kong woman that threw a temper tantrum because she couldn’t get a seat on a plane? Yeah Hong Kongers tried to claim she was from the mainland when it embarrassingly got publicity.

Yeah in American movies they think they regularly turn Chinese women against their own country because American masculinity is so powerful. US intelligence agencies have a history of discrimination because it was believed straight white men were smarter and couldn’t to be turned and their loyalty was impeccable. They kicked out homosexuals because they believed it can be used against them as blackmail to force them to be spies for the enemy. Well that wouldn’t happen if the US weren’t homophobic in the first place. Women couldn’t be spies because they weren’t smart enough. Non-whites couldn’t be spies because they weren’t loyal enough. It turns out that straight white men fell for honey traps and turned against their country the most. But no discrimination against straight white men being spies. Talk about lying through movies…

And did you know that the US sees the Chinese language as equivalent to secret code? Not because it’s so difficult to learn. It’s because Americans only bother to learn the “romantic” languages so no one knows how to speak Chinese. That’s why US intelligence services suffer from Chinese language proficiency. They wouldn’t even hire you because they wouldn’t trust you. Look at all your loyalty to the West and yet they still wouldn’t trust you. Not all Asians are smart as the stereotype says.

Also unlike in the movies where the West thinks they have James Bond like spy operations in China where they think they’re Clark Kent and simply just have to wear eyeglasses to hide their true identity, quite the opposite is true. China was infamously able to eliminate the CIA network they had in China overnight where the US cried foul. Why? Because maybe the only Chinese they could get to spy for them were delusional Chinese that think the US was a utopia like portrayed in movies or simply just motivated by money. You think any of them would’ve been smart enough to be in a position of importance to spy for them for the US? No, that’s why the entire CIA network they had in China went silent all at once.

China has no universalist aspirations, at least as of present. Chinese leaders and intellectuals claim to speak for only China and Chinese. At least until the great rejuvenation of the Chinese nation has been accomplished, it is considered premature to try and tell other cultures / peoples what they should be doing; consequently the type of international propaganda you're talking about is not invested much into, intentionally.

Maybe that explains the sloppiness of propaganda. But you are also underestimating the importance of winning influence. For one thing, China imports a big chunk of energy through Persoan gulf. If China were to realistically have a conflict with the US in pacific, it needs to make sure that its energy supply is secured. That means securing several choke points such as Persian Gulf and Strait of Malacca. To do this, China needs to invest on foreign naval bases in the near future. This can‘t be effectively done without winning hearts and minds of locals first.

Then China needs to shut their propaganda department down and start making banger movies and games on the international stage. Propaganda so good and subtle, noone realise they are being fed propaganda. Integrate Chinese culture and values into people's subconscious mind and everyday life like how Hollywood did it. IMO, propaganda from blatant state sources will never work not to mention how sloppy they are.
