NATO Chief is mostly an ass-kissing and speech-giving post. It isn't actually all that relevant because, to nobody's surprise, there isn't a whole lot substantive to actually do.

President Trump wants to cut taxes. That means less government taxation revenue, there needs to be either a cut in spending or have to replace the lost revenue some how.
That Miran report, I think it said the tariffs are to offset the tax cuts.
That is why it is so funny.
In economics, there is what is called regression taxation and progressive taxation. (This part is for anyone who is interested, blah blah blah.)
All that means is everyone more or less pays the same tax rate in the former, and the more income an individual makes the more income tax they would pay for the latter.
Generally, progressive taxation is thought to be good for poor people, while regressive taxation is thought to be bad for poor people.
The tariff is a tax on the same imports everyone will consume, whether they are rich or poor.
So essentially, the poor people will pay more taxes proportionally than before, since the tariffs they support is regressive.
The unwashed masses are precisely that, the unwashed masses.
That is why I tell my sons that oppression has never been easier.
A side note, as a corollary to this bs we are witnessing first hand, I would believe that the powers that be would spend all their time and energy keeping this thing going keeping the unwashed masses in the dark, than to go round up people.
I mean, rounding up people is hard.
