There was no way that the US could have known or suspected or calculated the Japanese retaliation for the attack.
As for comparison to the V weapons again you have to consider the available technology of the time. The Dolittle raiders had a better chance of hitting there designated targets as they actually had targets. The V1 and V2 missiles were area effect weapons. There target was the London metropolitan area they cared little more. The Dolittle raiders may not have had much of a chance at nailing military targets but they could at least drop it in the neighborhood.
Today we can drop a weapon into a square a few feet wide from high altitude with a 90% chance of hitting the target then. Hitting in a mile of a target was considered acceptable.

I concur: for the districts of London the V-2 hits actually followed

at least according to some exercise in a Czech book of like Math for Engineers (I recall this exercise as I found it cynical: the authors could've easily taken other data for the task of calculating probabilities)
