No, VPAF has various ASM like Kh-59, Kh-31, Kh-29, Kh-28 ... carried by Su-22M4, Su-27, Su-30.
Is Forbin referring to land launched anti-ship missiles? Coastal defenses and the like? He did mention the Vietnam Army specifically and the SU-24M4s, SU-27s, and SU-30s are part of the Vietnam's People's Air Force, N'est-ce pas?

Coastal batteries of SSMs for anti-shipping would be best operated by naval personnel I would think.

And I condemn US usage of water cannons on the Conch Republic! My wife and I were present when the event happened, and we saw the US Coast Guard use water cannons on peaceful Conch Republic sailors!
