SAN DIEGO (NNS) -- Twenty-six nations, 45 ships, five submarines, more than 200 aircraft and 25,000 personnel will participate in the biennial Rim of the Pacific (RIMPAC) exercise scheduled June 30 to Aug. 4, in and around the Hawaiian islands and Southern California.

The world's largest international maritime exercise, RIMPAC provides a unique training opportunity that helps participants foster and sustain cooperative relationships that are critical to ensuring the safety of sea lanes and security on the world's oceans. RIMPAC 2016 is the 25th exercise in the series which began in 1971.

The theme of RIMPAC 2016 is "Capable, Adaptive, Partners." The participating nations and forces will exercise a wide range of capabilities and demonstrate the inherent flexibility of maritime forces. These capabilities range from disaster relief and maritime security operations to sea control and complex warfighting. The relevant, realistic training program includes amphibious operations, gunnery, missile, anti-submarine and air defense exercises, as well as counter-piracy, mine clearance operations, explosive ordnance disposal and diving and salvage operations.

This year's exercise includes forces from Australia, Brunei, Canada, Chile, Colombia, Denmark, France, Germany, India, Indonesia, Italy, Japan, Malaysia, Mexico, Netherlands, New Zealand, Norway, People's Republic of China, Peru, the Republic of Korea, the Republic of the Philippines, Singapore, Thailand, Tonga, the United Kingdom and the United States.

This is the first time that Denmark, Germany, and Italy are participating in RIMPAC. Additional firsts will involve flexing the command and control structure for various at-sea events and incorporating a submarine rescue exercise. This year will see amphibious operations in the Southern California operating area, feature a harpoon missile shoot from a U.S. Navy littoral combat ship and highlight fleet innovation during the Trident Warrior experimentation series.

The Department of the Navy's Great Green Fleet yearlong initiative will also play a major role in RIMPAC. The initiative highlights global operations using energy conservation measures and alternative fuel blends to demonstrate how optimizing energy use increases resiliency and operational readiness. During RIMPAC, almost all participating units will operate using an approved alternate-fuel blend.

Hosted by U.S. Pacific Fleet, RIMPAC 2016 will be led by U.S. Vice Adm. Nora Tyson, commander, U.S. 3rd Fleet (C3F), who will serve as the Combined Task Force (CTF) commander. Royal Canadian Navy Rear Adm. Scott Bishop will serve as deputy commander of the CTF, and Japan Maritime Self-Defense Force Rear Adm. Koji Manabe as vice commander. Other key leaders of the multinational force will include Commodore Malcolm Wise of the Royal Australian Navy, who will command the maritime component; Brig. Gen. Blaise Frawley of the Royal Canadian Air Force, who will command the air component; and the amphibious task force will be led by Royal New Zealand Navy Commodore James Gilmour.

Unfortunately, due to unforeseen scheduling commitments, Brazil is unable to participate in RIMPAC '16. We value our partnership with the Brazilian Navy and look forward to them taking part in RIMPAC 2018.

As navies from across the world set sail for the opening of the exercise, regional analysts will be giving particular attention to the participation of China’s People’s Liberation Army Navy (PLAN) this year. RIMPAC 2016 will mark the PLAN’s second invitation to these exercise–the Chinese Navy participated in the 2014 iteration of the exercise for the first time ever. China’s entry into RIMPAC came as military-to-military ties between the United States and China have seen rising tensions due to Beijing’s actions in the East and South China Seas.

Malaysian warship to take part in Rim of the Pacific Exercise for the first time in Honolulu

In a first, a Royal Malaysian Navy (RMN) ship will join warships from countries such as Indonesia, the Philippines, Japan and India in the Rim of the Pacific Exercise (Rimpac) 2018 in Honolulu, Hawaii, United States, in July.

RMN commander Admiral Tan Sri Ahmad Kamarulzaman Ahmad Badaruddin said KD Lekiu would set sail with the other warships next month.

He said the ship would take part in the Passage Exercise (Passex) and other programmes.

“KD Lekiu has been to Rimpac as an observer. This is the first time the ship and its crew of 27 will be participating in Rimpac for three months“ Kamarulzaman said at the Defence Services Asia (DSA) Exhibition and Conference and National Security Asia (Natsec) 2018 at the Malaysia International Trade and Exhibition Centre here today.

He said 51 vessels and five submarines from 16 countries were expected to take part in Rimpac.

KD Lekiu’s participation, he said, demonstrated RMN’s commitment to boost defence cooperation and diplomacy, while displaying a high level of professionalism.

“This will indirectly boost the relationships and cooperation of the security forces and strengthen the global maritime defence sector,” he said.

Meanwhile, Inspector-General of Police Tan Sri Mohamad Fuzi Harun said the Colt M16A1 rifle used by the General Operations Force would be replaced with the Advanced Colt Carbine-Monolithic.

He said this would ensure that they were well-equipped to fight crime.

“The armed forces and police discussed many defence and security issues,” he said at the event, which attracted 50,000 trade visitors.

“We also received input from defence experts that will be considered before more changes are made within the force to protecting the country’s security.”

More than 1,500 exhibitors from 60 countries took part in the event.

Defence Minister Datuk Seri Hishammuddin Hussein said yesterday that the country had signed agreements worth more than RM18 billion. Hishammuddin also announced that the 17th DSA would be held at the venue from April 20 to 23.

Royal Australian Navy landing helicopter dock HMAS Adelaide is making final preparations for a three-month deployment which will include participation in RIMPAC, the world’s largest international maritime exercise taking place off Hawaii.

Last year’s IPE was conducted by a total of six RAN ships with Adelaide serving as the flagship.

IPE18 begins at the end of May and HMAS Adelaide’s Commanding Officer, CAPT Jonathan Earley says his crew are making final preparations for the journey.

“We are very excited to be deploying again on this important activity in our region, having successfully deployed to South East Asia in 2017,” CAPT Earley said.

“For IPE18, we will also be participating in RIMPAC 2018 mid-deployment working with more than a dozen navies from around the Pacific. There is much to do before we get underway and my team is working hard to make sure we are ship shape for the journey.”

With that in mind, nothing has been left to chance. The LHD even took advantage of a routine maintenance period for a spell in dry dock at Fleet Base East, emerging last week with a clean bill of health. HMAS Adelaide will spend the coming weeks loading stores, personnel and equipment.

“We are in great shape and morale is excellent,” CAPT Earley said.

“Everyone on board understands how important IPE is, not just to Navy but to Australia’s regional interests too.”

I sincerely regard this as a good news. It is the same as Russia in G8, or the proposed Russia in NATO. Joining an hostile party was not a good idea to begin with. It was way too early for such close collaboration. It is only sensible after the SCS "FON" is stopped.
