Not a surprise really. Any self loading rifle will require a set of locking lugs. It’s just a question of configuration. If memory serves the QBZ95 has an AK like configuration. But Norinco has made AR clones to so they have familiarity with both systems.
So if you see lugs that expected it’s the question of how many and what shape.

This is not correct, not every self loading rifle have "lugs". HK G3 and MP5s are not locked at all but simply delayed, SKS and FN FALs have tilting bolts. It is simply that 2 of the most popular modern rifles, AK47 and M16s (along with manufacturing advancements that eroded away its disadvantages) have rotating bolt that it became prevalent.

It is actually a bit of a surprise because for all intends and purposes that we appear to have an external ejector paired with a AR style multi-lug bolt.

The Rollers in a way do a similar job but as stated they are Roller delayed. That system is not compatible with what we know of the QBZ191. Farther pistol caliber have lower pressure points also so machining is simpler requiring less heavy locking. But in a rifle The gas pressure has to lock into the breach to allow the pressure to drop from firing so as to maintain safety. The AK bolt has lugs right there however what we have seen thus far of QBZ 191 is that I am not ready to say more than it must have lugs as based on what we know of it, it’s a short stroke gas piston. So it needs lugs.

1. Short stroke does not automatically mean lugs or rotating bolt. SKS and FN FAL are both short-stroke designs, nether are rotating bolt nor have lugs.

2. Im not arguing that 191 doesnt have a lock or lugs, I didn't find that blurry picture that barely shows those 2 lugs to say it doesn't have any lugs. What im saying is that there is possibly now a bolt face design we haven't seen before. Possibly an AR looking bolt with a corner chopped off like an AK

1, no they do. it’s just that they are located elsewhere. On SKS they are on the receiver. On FN FAL they are located on the rear of the bolt.

2 I am yet to be convinced of what the bolt for the QBZ191 looks like at all. Blurry pictures or not all we see is something. I know it must have a locking mechanism. Lugs being the tried and true.
Chinese designers tend to be highly conservative so I expect a tried and true solution.
