First crew of 091 is called Crew Team 11. First crew of 094 is called Crew Team 41.

1. NSF crew teams: 11-18, 21-22, and 43
SSF crew teams: 31-34. 41, 46, and 47
Non-attached crew teams: 42 and 45.
2. 091: 8 crew teams

094: 6 crew teams, 44 team is missed.
3. 41 crew team created more than ten records in the history of PLAN submarine. Because 092 has already launched JL-1, the records may be created during a high sea patrol tour.

Is that pretty much what this represents?
If so, congratulations to them. It is no small feat to take a strategic missile asset like this and work out all of the bugs and kinks and establish all of the procedures necessary to make the vessel operational. Follow-on Type 094 boats will all benefit greatly from the work of this crew and it is understandable that they would be recognized for what they have done. Those follow-on boats will also incrementally improve on this work as time goes on.
Well, when you get past all of the rah-rah wording (which is understandable on such occassions) it sounds like the first crew of the first Type 094 has gotten the boat into intial operational capability and has received basically a unit citiation for doing so.

As to the quietness, I agree with his statement. Right now, the US would find these vessels if they are some place the US Navy can get at them. But if they have the range for their missiles, they can sit safely, deep in the China Sea, even just off shore, and launch and the US could not stop that launch. If they had to be out to sea, beyond the 1st island chain, that would be different. In fact, in the deeper waters of the China Sea I imagine there are US attack boats tailing them. But not close in to shore.
Well, not to show any disrespect to the Admiral, but the main accuracy a SLBM needs when it comes to attacking major cities is its range. If it's range it adequate, it's CEP can be huge (relatively speaking), be off by 2-3 miles, and still be effective when it comes to attacking a large metropolitan area.

A obvious jab at the PLAN here, but I do agree with the stealth bit. I wonder how quiet the 096 are compared to US/Russian subs.

Boomers become much more effective when they can do a depressed trajectory launch - so stealth is a nice thing to have.
However, having said that, even a Chinese bastion strategy could be quite useful against regional rivals - the USN may be looking at Chinese boomers from a commanding height, but the Indian Navy, for example, would have next to no capability in hunting down a Chinese boomer in the Bohai Gulf. That alone would justify its existence while they work on the next generation.

Astute observation. We're always comparing PLAN vis a vis USN but the truth is PLAN's strategic initiatives includes far more than just USN. SSBNs serves more than just a deterent to the US but India, Russia, Japan whose ASW forces are far less capable than USNs.
