Something like this will be useful A tidal wave power plant or wind mill power plant Does not depend on fuel
The 3rd-generation LHD horizontal axis modular generator set was successfully installed offshore on Saturday in Zhoushan, east China's Zhejiang Province. It marked the commissioning installed LHD tidal power capacity reaching 1.7 megawatts, which makes it a leader across the world.

China's farthest offshore wind farm is being built in the Yellow Sea off the coast of eastern China's Yancheng City. The farm is scheduled to be completed by the end of November and it is expected to generate 870 million kwh of electricity per year.

The tidal generator thingy, won't placing it in open sea make it a vulnerable target ??

Well the trick is called diversification by having different source of energy like Solar, wind, diesel maybe even undersea cable power I think they also working on ball wave action if I can find the video

But if they can hit the plant then game is over for those bases

A floating ball wave power generation apparatus
Abstract

The utility model discloses a floating ball wave power generation apparatus mainly comprising a floating ball, a guiding frame, a tension spring, a magnetic block, and a coil. The guiding frame is vertically disposed in the floating ball. The coil is disposed around of the guiding frame. The magnetic block is disposed in the guiding frame and is capable of moving along the guiding frame. The top of the tension spring is connected with the inner top surface of the floating ball, while the bottom of the tension spring is connected with the magnetic block. The guiding frame employs a structural style of a guiding bushing. A buffer spring is disposed in the floating ball and at the bottom of the guiding frame and has a buffer effect on the down-moving magnetic block generating oscillation in order to prevent a fact that the magnetic block has overlarge oscillation so as to fast move down to bump the bottom of the floating ball. The floating ball wave power generation apparatus fully utilizes the superiority of current resources of an ocean and is not influenced by seaside terrain. The floating ball wave power generation apparatus has characteristics of simpleness, high efficiency, and flexibility.

some more picture of the experiment above
Via broadsword China plan to established mobile fish farm. This would be ideal for SCS then they become independent as far as the source of protein no need for shipment from mainland

China plans fleet of mobile offshore fish farms

Plans to build 300 mobile offshore aquaculture facilities that are each able to produce 20,000 tonnes of fish were announced at Marintec China last week.

China’s Shipbuilding and Ocean Engineering Design and Research Institute in Shanghai is leading the planning of these mobile farms and is preparing to tackle key development difficulties.

China’s Shipbuilding and Ocean Engineering Design and Research Institute in Shanghai is the driving force behind the country's offshore aquaculture sector

According to Eastday.com, each farm would include broodstock, juveniles, grow-out and processing facilities, and require 3-10 square kilometres of sea.

The grow-out phase of each farm will rely on closed-containment “vessels” that prevent the influx of foreign pathogens. And being self-propelled means that the farms are able to avoid being hit by severe sea conditions such as typhoons.

China has highly developed aqua culture and the technology as well why didn't they used it in SCS I guess fish food is what holding it back. Once they solved it it should be no problem with fish farming
This video show the wide spread fish farm in Ningde Fujian province a typhoon prone area

China's fish farms have exploded in a large scale since the industry was commercialized more than 2 decades ago. Some are so large that they have become literal floating cities. According to the researcher, China has a very long history of fish farming in the coastal areas and river deltas but it really took off as an industry in the 1990s. Today, in this video, you wil see 6 examples of how China conducts fish farming in a modern way.

Does anyone else think China should continue reclaiming Fiery Cross Reef? Its has the most strategic position in the Spratlys, relatively far away from reefs controlled by other countries, located right in the middle of the SCS beside shipping lanes, and most importantly has the most potential for future reclamation.

Look at the satellite image of the reef. The eastern part, if reclaimed would be over 30 km squared, larger than Macau. And that's not including the unreclaimed western parts and the small tracts connecting the two.

It could be turned into an actual city with up to a few hundred thousand inhabitants like Maldives instead of just a military outpost, solidifying China's position in the area greatly.

I can imagine that would be a very expensive option. I'm surprised there hasn't been any reclamation started yet on Scarborough Shoal.

In my owned opinion, its because of PRESIDENT DUTERTE China pivot, many filipinos may not like his China policy and its political suicide to pursue it. But he tackle it head on decisively early on his term,It impress China and appreciated his effort as an astute leader and a stateman.

PRESIDENT DUTERTE is highly respected in EAST ASIA/ASEAN ,cause he lowered the tension and talk with China for a win win solution (60/40 gas exploration agreement) against an intense US pressure. HE loudly voices out the west hypocrisy which other ASIAN LEADERS dared not do or say, therefore He is being subjected to negative news being propagate by western media in an attempted to embarrass him.

Ever since Duterte started refusing to toe Washington's line, the propaganda machine has been smearing him. It's now far less sinister than it was at the beginning of his presidency with stuff like those trumped up drug attitudes which were heavily misrepresented, but I guess Washington & co have realised he's not going to be so easily made into a puppet and have since lowered the offensive. Philippines has A LOT of American influence and continue to, which is why they're just waiting it out without antagonising the entire nation too much.

There's also plenty of infighting when it comes to American and western attitudes towards a coherent "China solution". There are those within their circles who are objective about China and do not wish to antagonise it too much either, a hedge against an eventually dominant China with leaders that hold old grudges and will come for those who have made their lives hell. On this latter point, I think they've gotten it wrong. But who knows. I know a few Chinese dudes that are scary bad. The ones in power generally attract a certain type of personality.
