Chinese waters, in their view, is the SCS and ECS. That's what they recognize. Now the question will be enforcement. I have a suspicion this is saber rattling like the ADIZ in the ECS. There but not enforced.
Territorial seas are commonly recognized to be limited to 12nms from the coast line. China may try to define it otherwise but that is the recognized international norm.

Stop making claims without facts. Where did you see Chinese redefining their territorial sea boundaries?
He was responding to kf6bka's statement that "Chinese waters, in their view, is the SCS and ECS." If China is planning on trying to make subs travel on the surface in the SCS or ECS, it would most definitely not be consistent with the UNCLOS understanding of what subs are required to do where, especially if they are using the 9-dash line as the boundary rather than individual island holdings' 12nm boundaries, which incidentally are not currently internationally recognized either.

I know that. There is zero indication in the news article that show China is planning to do that. The article specifically mentioned "territorial waters"

So am I misspoken that China claims the sea within the 9 dash line as territorial waters?
They haven't made any official statement as to what these lines mean, but I think they intend it nowadays to mean an EEZ or EEZ-equivalent. They are certainly treating the area in this manner, i.e. resource development should be exclusive to China or agreed to by China, and military vessels can traverse, but only "innocently". China certainly seems to be claiming territorial waters around their manmade islands, however.
