Only Chinese citizens. The Chinese government has no responsibility for non-citizens
The People's Liberation Army Navy has helped evacuate nearly 700 Chinese and foreign nationals from the conflict-plagued African nation of Sudan on Thursday, according to the Navy.
In a news release published on Thursday afternoon (Beijing time), the Navy said that 668 Chinese citizens and 10 foreign nationals have been relocated to Jeddah, a coastal city in Saudi Arabia, by two Chinese warships — CNS Nanning, a Type 052D guided-missile destroyer, and CNS Weishan Lake, a Type 903 resupply ship. In this situation though if a Chinese citizen married a local and have children (who are also Sudanese citizen), would spouse and children be allowed on PLAN ships?
Of course, in some photos, you can find some local women with kids
A few Chinese who married to Ukrainian were allowed to bring the entire family, parents included to China

these people are now safe, in the bosom of a mighty PLAN ship. No one can harm them now.....
I live in HK, and many citizens here carry foreign passports in addition to the China-HK ones, but from today onwards, I shall only use my China-HK SAR passport in my travels-- a small tribute and personal respect to my Country. I hope you guys would not find my "sudden" loyalty blasphemous, smiles.
