CEC between service branches!
Honestly, it really boggles me when seeing the claims that China does not have CEC capability until very recently, and the claim where India already has CEC capability in 2019 before China does, and that India is the second country in the world after the US to have CEC capability.

Is the claim factual at all?

China had naval CEC capability since at least the introduction of Type 054A and 052C, if not earlier. India got single aspect CEC in its navy via Israeli MF-STAR multifunction radar combined with naval Barak-8 missiles. That's the only CEC they have. Single aspect, single dimensional, limited to two platforms onboard literally one class of ship that is in service. They had this since at least 2017 or whenever they purchased Barak-8.

This suggestion that during the exercise, a ship launched surface to air missile was disrupted by simulated EW and ship's radar weren't able to provide guidance or target info, AWACS performed the role for the missile. Was this before launch, during launch? not mentioned. This ability would have surely been long available in PLAN and PLAAF for a while because no new platforms are shown. All the same KJ series AWACS and Y series special mission aircraft. The same missiles, same ships. So PLAAF and PLAN should have had this ability for some time at least as long as these platforms performing them have been in service (assuming no add ons were required to allow for it)... meaning PLAAF + PLAN CEC have been available for at least close to a decade if not well over that.

My comment was simply noting that we have official announcement that PLAAF and PLAN have performed inter-service branch CEC. Chinese state media rarely announces things when they just pick up the ability to do it. China was flying hypersonic glide vehicles for about a decade before unveiling DF-17 in 2019. The US is on record saying China's performed "hundreds of flight tests" going as far back as 2007 (for on record, announced/observed flights). It wouldn't be at all surprising that this PLAAF + PLAN CEC is old hat they are just bothering to say in a very usual report on military exercises/training. Chinese news has several channels pretty much dedicated to military news and almost daily reports on what training has been happening 99% of the time just boring usual stuff but once in a while they drop in a statement that catches your attention.

Airforce + navy CEC is only known to be doable by the US. It is unsurprisingly doable by China and wouldn't be surprising if it's been doable for a while. It's just the act of announcing that it's been done that add to the legitimacy. They have not been shown to have lied before about these sorts of things and if anything, everyone expects and knows them to omit strategically important information. This obviously isn't one.

CEC between ships would be slightly easier than between aircraft and ship but there's really no limitation on the technology if the aircraft is large and powerful enough to transport the required equipment. It wouldn't be difficult at all for any other nation to do this but not many nations produce their own missiles, electronics, radar systems, comm equipment, and aircraft to get everything required to be integrated. For example wrt India, their only known CEC platform is the Kolkata class's MF-STAR radar + Barak-8 missile. You can't do CEC with a plane.

GULF OF ADEN, Oct. 28 -- The 42nd Chinese naval escort taskforce successfully completed its first escort mission under independent command in certain waters of the Gulf of Aden on October 25 local time.
The ship being escorted was vessel EMILYS, a crude oil tanker of Panama. At about 10 o'clock on October 23, it arrived at the rendezvous point as planned. Then, the Chinese PLA Navy guided missile frigate Rizhao in company with the vessel EMILYS marched in a single column formation to the designated sea area.
In order to ensure the navigation safety, frigate Rizhao applied an integration of radar, infrared observation, night scanning and other means to fully monitor the surrounding sea areas. The helicopter crew and special operations members stayed on duty to provide immediate response to emergencies at any time.
At 11 o'clock on October 25, the vessel EMILYS arrived at safe waters, and then departed from the frigate Rizhao. The escort mission lasted nearly 50 hours and covered a voyage of more than 590 nautical miles, winning high acclaim from the vessel EMILYS.

In the early noughties when it was reported that China was going to embark on a modernization of its navy's command, control, and communications, experts were saying it would take fifteen years. I was both dismayed that it would take that long, and skeptical if they could be modernized to the standard of the West. But here we are today.

BEIJING, Oct. 31-- In recent years, the PLA Navy has accelerated developing its weapons and equipment and enhanced its systematic combat capability.

On September 1, 2017, with the commissioning of the ocean-going comprehensive supply ship Hulunhu (Hull 965), the PLA Navy’s aircraft carrier task force was equipped with a mobile refueling station on the sea, which ensured it the capability to explore the far sea.
The PLA Navy’s destroyers, as armed escort of the carrier, have grown bigger and heavier, from the earliest Type 052C to 052D and to the current Type 055, being able to carry more and more diverse weapon systems.

Among them, the 10,000-ton-class Type 055 guided missile destroyer is equipped with new types of air defense, anti-missile, anti-ship and anti-submarine weapons, boasting a strong capability of information perception, air and missile defense, and attacking targets at sea, which greatly strengthened the escorting performance of the carrier task force.
As a new member of the PLA naval family, the type 075 amphibious assault ship can be equipped with helicopters and even fixed-wing aircraft in addition to landing crafts and amphibious vehicles. It is able to carry out a variety of combat and non-combat military operations in diverse battlefields, playing an irreplaceable role in expanding the scope of operation areas for the Chinese PLA Navy.

Fixed wing UAVs can lift off vertically, there are UAVs that have wings and also propellers above the wings for taking off.
