Excuse me but what is the merit of a near space cruise missile? Wouldn’t the fact that it’s flying at near space render it more susceptible to detection because of Earth’s curvature?

Even though this is what's being said online, I thought from the pictures that it was one of the HQ-26 or whatever the designation/s for the BMD missiles are. It looks like a multistage interceptor.

A near space cruise missile must be high supersonic/hypersonic. It uses rocket booster and some scramjet propulsion once it reaches altitude to optimise scramjet performance and speed. They can trade potential energy for kinetic which a more conventional cruise missile cannot. So the purpose of "near space" altitude must be for propulsion + altitude -> speed.

The opposite. If its nearer the Earth's curvature, detection will only happen if the vehicle is over the horizon. This will occur later if the vehicle is lower than it is higher.

Even with detection, it will be difficult to intercept. An ABM has a high profile. Because of its speed, it will burn up in the atmosphere should it fly lower and stay in the atmosphere longer. A hypersonic vehicle can stay in this flight regime much longer. The key to hypersonic vehicles lie in material sciences that will keep these vehicles intact over extended flight periods and not burn up in the atmosphere.

Looks like a SAM to me. If this is a new long range SAM, this is by itself a very exciting development.
Why SAM?
--- Long mid body fins
--- Short stubby booster
--- Launched vertically from a tube.

A ballistic missile is free from long mid body fins, except for small fins at the bottom of the second stage.
BMs use a long primary stage rocket.
BMs in the PLARF are launched not from tubes.
Cruise missiles are launched from tubes and do have stubby boosters but on land, they are launched from a slanted position, nor do they feature four mid body wings like that.

The size of the missile and its launch canister relative to the wheeled trailer would be consistent to a large SAM.

The picture below is using the same TEL as the one above. The missile canister is different however, on below it looks cylindrical with ribbed design like the HQ-9's, but it may not have been the final choice for the canister design.
