Since at least Nancy Pelosi's visit to Taiwan, we've known the flight paths by MoN aren't reflective of reality. We had pictures of PLA with Taiwan island in the background that straight up refuted the then reported cross-middle-line-then-U-turn the MoN likes to report.
It is most likely just reflective of lacking capabilities on the separatist side.

So rather than the actual flightpaths of all patrolling government planes, these graphs should only be treated as the flightpaths of all the patrolling planes that ROC are able to track.

Given that China can jam and spoof the relatively primitive radars that the rebels use, its possible that they deliberately fly a couple of planes high and directly at the radars to get them detected and then turn around, allowing the rest of the group to pass undetected and continue their routine undisturbed.
