According to this Military Watch Magazine article from 5 days ago, it is claimed that China has the largest fleet of heavyweight fighters in service in the world. In fact, China's heavyweight fighter fleet is larger than the combined American and Russian heavyweight fighter fleets.
It is also noted that other than the US, no NATO member states operate heavyweight fighters.
Although, to note, the F-35 is counted as a medium-weight fighter instead of a heavyweight one.

Well yeah that's kind of what happens when you retire F-14 (and Su-33 have no carriers to operate from).
