Keep in mind this is a tactical training center for brigade type units. I think this exercise intend to remind commanders that even though China's doctrine to is to fight a limited war, they shouldn't forgot how to fight a cold war turns hot type of war with a major opponent either.

Next on the PLA professionalization reforms are Political Commissars as cannon fodders in the first assault waves.

technically PLA don't have political commissars, just political officers. the difference is commissars can overrule regular officers. French invented them, Russian had them for a short time. today, PLA political officers have no command function, just moral boosting and personnel management duties.
the myth of evil Communist Commissars is just another way to create us/them division.
