Not certain I saw this before. But two persons prompted to general. Don't know much about them though.

It seems like this unit is demoted to the Vice-Theater level, led by two Lt. Generals.
I won't say demoted, given how the Information Support Force actually reports directly to the CMC (despite being at the Vice-Theater level compared to the Ground Force, Navy, Air Force and Rocket Force).

The same goes for the Aerospace Force, Cyberspace Force and Joint Logistics Support Force.

"....flag was awarded to Bi Yi, commander of the Information Support Force, and Li Wei, political commissar. The main leaders of the Information Support Force saluted Xi, took over the military flag from Xi and stood with the flag in solemnity... the founding meeting, Zhang Youxia, a member of the Political Bureau of the CPC Central Committee and Vice Chairman of the Central Military Commission, read out an order issued by Xi Jinping for the formation of an information support force, an order for members of the leadership team of the information support force and a notice on the composition of the Standing Committee of the Party Committee. He Weidong, member of the Political Bureau of the CPC Central Committee and Vice Chairman of the Central Military Commission, presided over the meeting. Liu Zhenli, Miao Hua and Zhang Shengmin, members of the Central Military Commission, attended the conference. Relevant responsible comrades of all ministries and commissions of the Central Military Commission, all agencies directly under the Central Military Commission, all theaters, all branches of the military, all units directly under the Central Military Commission, and the Armed Police Force, as well as representatives of officers and soldiers of all branches of the military and armed police forces, and representatives of civilian personnel participated in the conference"

Certainly plausible :)

All three domains have long been seen as significant - each of them has their own dedicated section in Chapter 9 of the 2020 战略学 (when are we getting a new one?). I've mostly presumed that they were under the PLASSF umbrella for tighter co-ordination as back in 2016 the PLA didn't lack the resources to staff the more specialised organisations that this reform now brings, but the stepping stone hypothesis makes sense too

TBF, your understandings aren't wrong either, and I think that both our reasonings are actually viable.

To put it simply, the 2015 reform which brought the creation of the PLASSF (alongside the PLAJLSF) is essentially the “从无到有” (from nothing to something) stage. Meanwhile, the recent move of splitting the PLASSF into the PLAASF, PLACSF and PLAISF arms is essentially the “从有到精” (from something to essence) stage.

This thread will replace the previous "China Defense/Military Breaking News Thread" as that one is at over 200 pages and more importantly was started in 2006 (see below)

This new thread will include general strategic PLA relevant matters, including general Central Military Commission and Ministry of Defense stuff, as well as reforms, and "strategic level" news.

What a load of bull. Putting the budget for the Chinese PAP, Space, and Coast Guard in. Last I heard NASA wasn't part of the DoD budget. And they aren't counting SWAT teams in the US either. The US Coast Guard budget is under the Department of Homeland Defense and not the DoD as well.

After pulling some numbers out of its butt/making some very questionable assumptions accounting for economic adjustments and estimating reasonable but uncounted expenditures, AEI reckons PRC military expenditure equals US$711bn:

Total US military spending is over $1.5 trillion a year if you include veterans affairs, state government funding for the national guard, homeland defense, etc.
