I think they are supposed too be signalling, Closest thing i can think of is part of a hand signal too adjust fire with mounted arms... or perhaps since they are Armed police they are telling the litter bugg too pick back up the wrapper and place it in the proper trash can or else.

It means to pause during a patrol and in a spread formation because they are in a danger area or at an ORP (objective rally point) to let members of the other units know that this is an important location spot to meet up back again and/or disperse the unit.
Another way to look at is probably to stop immediately ahead and listen to a noise that they heard could be potential enemy foot steps during a patrol. It doesn't seems to me meaning to stop immediately and go into a 360 degrees defensive perimeter.

AIRBORNE! How many static line jumps does it take for a PLA soldier to get his basic qualification airborne wings? I know in the US Army it's five jumps.

Not just funny awkward too. the NOD his is wearing his being worn directly by him this means that quick removal is dificult and requires removing the helmet. The binocular style means that if he is hit with a bright light he will be easily blinded ( that is too say the NOD will white out not remove his eye sight.) and he will have too remove the NOD. aiming will also be a pain as Irons are hard too see with NOD.
