Oh how the times change

Well they have sensors albeit not even Russian most of the time (french thermals)

From what I could find 99A do in fact actually have worse thermal sights than T-90M. Pretty sure 99As have not been upgraded with the latest 3rd generation thermal imagers which is standard on basically everything the PLAGF produces now while T-90M atleast the ones built recently has 3rd generation thermal imagers.
