Good point. PLA has lots of advanced equipment nowdays,but technical proficiently among average soldiers still leaves much to be desired. And PLA also experiencing difficulites in retaining talents
for the type of war they are most likely going to have to fight, I'd argue they are technically proficient enough and equipped well enough.
There is a kind of a diminishing returns in terms of economics when it comes to training soldiers. Having enough of them is a another story....

Tis why you see the proliferation of small in size but highly trained units in the NATO system. The cost of raising the proficiency and training from a regular troop to an elite level is so high that most countries choose to invest it only for their SOF.

That's one of the major reasons why I like Liu Xiaofei's commentary. Liu is really distinct from quite a lot of Chinese military commentators who only know how to blabber the same scripts about China's military and geopolitical superiority.

Was thinking that if China currently have 10+% of youngsters being unemployed, should the PLA implement selective, contract-based conscription among those unemployed youngsters instead? Offer them good salary, benefits and treatments on top of job opporunities.

Drafting unemployed to military was never a good idea,Southern Song dynasty did exactly that,the result was an large overstaffed but low fighting strength army
